HSE Opens Consultation on Proposed Reforms to RIDDOR Reporting Framework
The Health and Safety Executive (HSE) has launched a public consultation on proposed reforms to the Reporting of Injuries, Diseases and Dangerous Occurrences Regulations 2013 (RIDDOR). The consultation runs from 7 April to 30 June 2026.
RIDDOR sets out the legal requirements for employers, the self‑employed and those in control of work premises to report certain work‑related injuries, occupational diseases and dangerous occurrences to the regulator. The framework is intended to help the HSE identify serious workplace risks, analyse trends and target enforcement and prevention activity. According to the HSE, changes in working practices, emerging technologies and increased understanding of occupational ill health mean the current framework no longer fully reflects modern workplace risks.
Proposals include clarifying key definitions, expanding the list of reportable occupational diseases, updating the categories of dangerous occurrences, and allowing a wider range of registered health professionals to diagnose reportable conditions. The HSE is also seeking views on simplifying the reporting process to reduce administrative burden and improve accuracy.
The reforms aim to ensure the RIDDOR framework reflects modern working practices and workplace risks.
